MDR stands for Merchant Discount Rate. It's the fee a shop or business pays its bank for accepting a digital payment, like UPI, a debit card or a credit card. It's deducted from the money the merchant receives. The customer doesn't pay it.

Say a customer pays ₹5,000 by UPI to a regular merchant after 15 October 2026. The MDR is 0.4%, so ₹20 is deducted. With 18% GST on that fee (₹3.60), the merchant receives ₹4,976.40. The customer still pays exactly ₹5,000.

Why is it called a "discount"?

The merchant receives the payment at a small "discount" from its full value: ₹5,000 paid, a bit less received. The discount is the fee for processing the payment.

Who gets the MDR?

MDR is shared among the organisations that make the payment work: the merchant's bank (acquirer), the customer's bank or app, and the payment network. It pays for fraud checks, servers, settlement and customer support.
